TrueGov

TRUEGov aims to address the current limitations in cross-chain interoperability and scalability, by providing a sustainable framework that employs advanced blockchain technology and semantic web to ensure efficiency and resilience. The focus of TRUEGov is on e-governance applications, starting from e-voting and extending to digital public services across municipalities and public institutions.
The cornerstone of TRUEGov is an ontology-based smart contracts generator designed to facilitate cross-chain generation and deployment of smart contracts. Leveraging the semantic web, this component will model smart contracts rational through an ontology, facilitating design by end-users and will streamline generation and deployment of smart contracts, enabling seamless interoperability across different blockchain networks. This approach will ensure that contracts are understandable, reusable, legally binding, and adaptable, promoting a cohesive and unified NGI ecosystem. In parallel, the smart contracts generator will ensure the scalability and energy efficiency of the solution, by employing Layer 2 technologies, such as zkRollups. The proposed framework will be reinforced with trustworthy digital identities through the employment of open-source libraries that enable hardware-based keys and secure signatures, ensuring compatibility with eIDAS specification and interoperability across EU member states.
TRUEGov will work closely with the Municipality of Trikala, Greece, involving end-users from the very beginning and incorporating their feedback throughout the development cycle. This iterative process will include workshops, surveys, and pilot use cases to gather insights and refine the platform based on real-world needs. At the end of the project duration, a large-scale e-voting use case will be conducted to validate the framework and demonstrate its effectiveness. In summary, TRUEGov vision is to build on the results of Trevo from OC1 and accelerate the digital transition on e-governance services; with its interoperable architecture and user-friendly design, it offers immediate benefits in terms of cost savings, efficiency, and environmental sustainability, while ensuring compliance with global standards.
