SEEBLOCKS project: First SEP for Blockchain Experts

SEEBLOCKS project has announced a funding opportunity of €300,000 (through a series of four SEPs – Selection and Engagement Procedures) to support the participation of European Blockchain/DLT Standardisation specialists in European, international and global SDOs. They will represent Europe’s interests as well as contribute to the implementation of content in the Blockchain Chapter within the Rolling Plan for ICT Standardisation.

First SEP Timing

The initiative kicks off with the first Selection and Engagement Procedure (SEP):

  • Launch: 24th August 2023
  • Deadline: 27th November 2023, 17:00 CET
  • Evaluation Process: Proposals undergo a thorough evaluation by three External Pool of Evaluators members, followed by quality checks from a fourth member (Quality Manager/Rapporteur).
  • Outcome Notification: Applicants will receive feedback and notification of proposal outcomes through an Evaluation Consensus Report by mid-January 2024.
 

Seizing the Opportunity

If your proposal is selected for funding, you will be provided with comprehensive instructions and information to prepare and sign the funding contract. Keep in mind that you’ll have a 10-business-day window from notification to confirm your intention to accept the contract. This approach ensures swift allocation of funds to successful candidates and efficient resource utilization.

Eligibility for Financial Support

SEEBLOCKS.eu extends its financial support to Blockchain/DLT Standardisation specialists, defined as professionals with proven expertise in Standardisation activities. This encompasses prior involvement in standards development, participation in various SDO working groups, technical committees, or focus/study groups, as well as current or past roles in relevant priority areas. Encouragingly, applications from members of European SMEs, Research & Innovation centers/organizations, EBSI, and EUBOF experts are strongly encouraged.

Supported Proposal Types

SEEBLOCKS.eu welcomes three types of proposals for the 2023 SEPs:

LT – Long Term Contribution (with travel option)

  • Contribution to ongoing standards development as a chair, convener, rapporteur or member of an SDO WG/TC/Study Group – e.g., comments on standards development and drafts, attending meetings and participating in the different phases of the standards development process (also as an observer), paying membership fees.
  • Maximum Contract Duration: 6 months
  • Funding Range: Up to €10,00

ST – Short-Term Contributions (with travel option)

  • Contribution to standards documentation – e.g., liaison to WGs/TCs, comments on standards drafts, participation at meetings, paying membership or registration fees.
  • Maximum Contract Duration: 3 months
  • Funding Range: Up to €7,000

OS – One-Shot Contributions

  • Support to ensure participation at workshops or events – e.g., participant, observer, presentation; payment of annual fees.
  • Maximum Contract Duration: 2 months
  • Funding Range: Up to €3,000

Proposal Evaluation Criteria

Proposals submitted to SEEBLOCKS.eu will be assessed using four criteria, each scored on a scale of 1 to 10:

  • Criterion 1: Soundness of the proposal and foreseen impact on Blockchain/DLT Standardisation (30%);  
  • Criterion 2: Technical excellence & relevance of the activity(ies) proposed (30%);
  • Criterion 3: Expertise, experience and qualifications of the applicant (20%);
  • Criterion 4: Economic sustainability and validity of the proposal (20%).
